Yes! the rim is what holds the tire on the wheel. if you meant a hubcap, then no, you don't need it, i would not drive on that rim without getting looked at by a mechanic.

t they might look a little funny because the profile will be thinner
60 series is for performance and handling. A 70 series is more for touring and has more sidewall for cushion. I wouldnt advise going to a 70 from a 60. You may save $$ but handling will be different.

If you mean the hubcap, then no.
If you mean the rib, then yes. The best case is that the air slowly leaks out of the crack and the tire goes flat. The worst case is that the rim breaks, the tire comes off the car, and you lose control and crash.

Not if the crack is small and hard to identify when you're standing up looking at the rim, but if the crack is bad enough to make an elevation difference when you run your finger across it, it would be advised to have it fixed - you probably won't need a new one and it probably isn't life threatening. If it is easily identifiable when you stand up and look at it and it creates a very significant elevation difference when you run your finger across it, you may need a new wheel, because the wheel can bend and crack more when you do an emergency maneuver or other things like that.
