and some peoples reaction/reflexes are OK but its safest to outlaw this

1 person smoking 1 blunt is hardly a representative sample. Stoners will cling to anything if it makes pot look harmless or ok. The driver's history is unknown, except that he struck a cone initially, and after a smoke kept saying how paranoid he was. Yeah, no effect there...Come drive around my place...lots of big trees for you to enjoy with your bowl.
